Why are the modified styles not being applied?

hello!
I made an adaptive for an old site - I added new styles to an existing style file.
the problem is that only in mozilla these new styles are applied (in responsive design mode), but not in chrome, and not on mobile devices either.
Here is how the site and styles look different for different browsers:

at the same time, the new element - the adaptive menu and the button for calling it are displayed as I prescribed them:

the style file is the same, all changes are added at the end of the main file.
site on Bitrix cms, the cache was cleared and now while caching is disabled - it does not help.
