Why does the monitor turn off when the fluorescent lamp is turned on?

There is a monitor connected to the UPS along with the system unit. The UPS itself is connected to a surge protector, and a plug from a fluorescent lamp is also plugged into it. When it is turned on, the image on the monitor disappears for 1-2 seconds. Q: WTF?!

I have the same garbage, voltage drop when the lamp is turned on. Here the monitor is turned off.

The lamp heating block is most likely so-so. Keep in mind that the UPS should not normally be connected directly to a power outlet.
