How to certify an electronic device?

Good day to all!
Here a very interesting question arose for me: let's say I developed a "measuring device" and I want to get certificates and a patent (?) for it. What are the conditions for this? What conditions should be considered during development?
How about the price of all this? I wonder how it all happens in the post-Soviet countries? Interested in the legal way (without kickbacks)

For a patent, you need to contact a patent attorney - this is such a lawyer with specific knowledge in the field of engineering and patent law. He will conduct a patent search for you to ensure that you are not trying to patent something that someone else already owns, and based on the results of the search, will guide you on the best way to file a patent application.
As far as measuring instrument certificates are concerned , you first need to have your instrument listed in the register of measuring instruments. To do this, you must have, at a minimum, methods for verifying your device approved by Rosstandart, so that testing laboratories are able to perform these verifications and issue a certificate of regular verification for it.
Please note that we have more confidence in such matters is given to a legal entity.
