Why does the Megaphone 3G modem program conflict with Windows 8?

It used to work on this laptop, but now when the modem is connected to the Internet, the OS goes into reboot with a preliminary demonstration of a sad emoticon on a blue screen. I tried to set up a connection without a program - it doesn’t go, although I set it up, it would seem, right.
Modem model: Huawei E352.
Who faced, or there are any assumptions?
