The sim card has the ICCID code , a sim card from Tajikistan (code 992). Judging by the MNC, this is TT-Mobile (code 03).

You need to find out IMSI https://zen.yandex.ru/media/androidlime/imsi-sotov...
in it the first five digits are the operator and country code.
