Why does the layer disappear?

Hello, I have a question - why does this layer disappear? I would like this green rectangle to be on top of a gray background (this is also a layer), but for some reason it disappears behind it. How to fix it?

It can be seen that there are other layers above. You just need to raise the green to the very top. Ctrl+Shift+] with the green layer selected.
