Why does the laptop see a flash drive with ubuntu, but not with Windows?

Good afternoon, such a problem, I decided to install Windows after ubunty, and it so happened that the HP Compaq laptop does not see a USB flash drive with Windows when loading the OS, but sees it with ubunty.
After loading the OS, it normally displays that there is a USB flash drive and Windows is on it too.

And with what utility did you write windows to a USB flash drive? What Windows do you want to install?

Not at OS boot, but before OS boot after BIOS.
1. The option to boot from a flash drive is not enabled in the BIOS. Or included, but not the first.
2. The flash drive is not bootable. If a flash drive is with Windows, then it is better to create it using Windows tools too. In another OS, it is theoretically possible, but you need to shaman.
