Why does the font turn into a scribble when I hover over something?

In this case, I hover over the localhost tab and instead of information about it, I get what I circled in orange
ubuntu 18.04

video card drivers or even problems with hardware (overheating?), although the latter usually crawls out over the entire screen and more often.
