What are some good programs for organizing a collection of pictures?

Given - a huge number of pictures, in the form of files with meaningless names, randomly scattered across hard drives in folders with meaningless names with little or no system. Those. they need to be shoveled all into one heap and then to direct some kind of organization.
Among these pictures, the following main categories can be conditionally distinguished:
1. Funny and beautiful pictures from the Web. From all sorts of "chips", social networks, etc. (I have a habit of saving any picture I like on Winch, as a result there have been thousands of them for a long time).
2. "Wallpaper"
3. Personally made photos
4. Downloaded photos
5. Any working files formed in the process of working on different projects (diagrams, screenshots, logos, avatars, design elements, etc.)
6. Something else that hasn't occurred to me right now.
Each of these categories can be subdivided into many more. For example, among the first one there are static pictures and animated gifs, there are cats, there are landscapes, there is erotica of varying degrees of hardcoreness, there are demotivators, motivators with quotes, "phototoads", infographics, etc. The second is divided by plots, formats, source sites, the third by dates, geography and captured people, the fourth - the same, plus the author, the fifth - by projects.
I've been trying to write a program for such an organization myself for a long time (stupidly tagging + selection by dates and metadata + a convenient interface for manually shoveling unsorted blockages into sorted ones), but everything, of course, "doesn't reach my hands."
Please advise if anyone knows. Programs for Windows, Linux, Web, Android, any combination are accepted.
PS: The functions of a graphic editor and integration with social networks are not needed.
