I sometimes connect a usb network card to a tablet via an otg cable, everything works. But if you connect it via a usb hub, it doesn’t work, although it’s advised on the Internet that the network card does not eat up the battery on the tablet, I don’t understand why.

according to the usb specification, you can't charge (charge) and usb-host (work with external devices) at the same time.
When you connect the tablet to the computer, then there is charging and the tablet itself as a drive (becomes an external device for the computer)
The Chinese violate this rule, their phone can sometimes be charged and work with something external.
But this is an exception, and not something that is written in the standards.
Your active hub should not feed the tail into the tablet, but only the rest of the holes.
Or the tablet must be with a curve implementation (as described above)
