Why does the entire workflow persist when I restart my computer?

In general, why does my entire workflow persist even after restarting the computer?
All running programs, all windows, as they were open, continue to be open even after a complete reboot of the computer.
Even after a complete disassembly of the computer, I took it apart to clean it, turn it on later, and as I had the browser and explorer open, they continued to be open, as if the computer had not turned off.
Why is this happening and how is it even possible?!

I would put on hibernation

Check the power mode (control panel), it may be set so that when the power is turned off, it goes into hibernation mode, and therefore every time you turn it off, all processes running in memory are saved to the hard disk.
