Why does the cursor slow down during process startup?

Good afternoon. For a long time there was Win7 32-bit bit - moved ... Now I'm on 64-bit bit. Now I have a question: why, when I start ABSOLUTELY any process, my mouse slows down for a while? This has not been observed before, all devices are in perfect working order (although they are 8 years old ... but oh well). The only question is to change the bit depth. What can be wrong? Compatibility service what loads? I never understood what process to associate cursor movement with... System? Change his priority? .. Tell me, please!
It seems not critical, but somehow unpleasant. There used to be 64s and everything was fine ... In short, I will download clean Windows, and not these ancient shit builds.

The solution was simple: Install a clean image, not a build of Windows. Moral: don't download assemblies. Their developers could make them a little terrible.
