How are mouse cursors implemented in Android?

I am now implementing remote control of one Android device from another. A mouse cursor should be displayed on the managed device. It turned out to implement the cursor by adding an ImageView to the very foreground through the WindowManager. But the problem is that this arrow does not go down to the bottom panel, where the Home, Recent Apps, Back buttons are located. How are cursors implemented in such applications? For example, for set-top boxes based on Rockchip, there is an application RKRemoteControl.

Or maybe try using a HID imitation so that Android gets its native cursor?
