Why does the computer not want to work with usb 3.0 devices in usb 3.0 ports?

But he sees usb 3.0 devices in usb 2.0 ports, he also sees usb 2.0 devices in usb 3.0 ports.
www.gigabyte.ru/products/page/mb/ga-z68ma-d2h-b3rev_10
Here is the motherboard, I found the Etron USB 3.0 Driver there, rolled it up. Without changes. USB 3.0 is enabled in bios. Windows 8.1, but the seven had the same problem.
How to solve it? Or is it a marriage of the motherboard?

It is from the mi device ? Those. not one flash drive, but with many devices?
I mean, I had a tricky flash drive that didn't work in my motherboard (all 2.0). In any other computers, the flash drive worked, any other flash drives / drives worked fine for me. And only one specific flash drive did not work in one specific motherboard. It didn't depend on the wasps.
