Why does the card work on PCI-E 16x but not on PCI-E 1x?

Subject. There is a Sapphire HD 7870 card connected via a 1x-16x riser to the corresponding 1x slot on the motherboard, the motherboard just beeps, saying that the video adapter is not connected.
When I insert it without a riser into a PCI-E 16x slot, everything is fine.

Maybe I don't understand something, maybe I missed something somewhere. I read about connectors and specifics, maybe there is something in 16x that is not in 1x, which does not allow the motherboard to see the card.
