Why does "shortcut" in Windows 10 work with a delay?
To run my scripts, I always used the ability to quickly call Windows, which is set in the properties of the shortcut. After upgrading from win7 to win10, the quick call began to occur with a delay, you have to wait 3 seconds before the assigned hotkeys are triggered.
I tried to install win10 from scratch - did not help.
Can anyone suggest which way to dig?

I checked it myself - I confirm that I also have a delay on Win10.

The reason in short is that Windows polls all programs if it's their hotkey.
Solution - close everything, and kill all non-system tasks in the task manager. Check if there is a delay. Close all notifications in the action center.
Metro apps have a behavior where a normal app can be considered a background app (like App Store or Photos). So even a closed application will hang in memory. Close all such applications in the task manager or in Start > Settings > Privacy > Background Apps.
3 seconds is the time Windows gives a non-responding application to respond. So if all applications work fine, there is no delay. As soon as one of the applications does not respond to the request, Windows waits for a response for 3 seconds, and moves on. Thus, in some cases, the delay can be made up of several such delays, and reach tens of seconds.
If this is critical and you can't find a way out, try using third-party applications for this task, such as AutoHotKey.
