Why does rdp session hang in windows 2008 r2?

There is a win2008 r2 terminal server, rdp sessions hang periodically but not for everyone. The essence of the freeze is that the picture hangs (the icons do not animate), neither the mouse nor the keyboard works out pressing, the session is not reset, it can hang indefinitely. The clients are using different rdeskop (linux) and win client. On the terminal server, the user can see that it is DISABLED.
