Why does RAM run at the lowest frequency?

In general, the hardware is:
Intel-Core i7 - 4790, 3.6 GHz, 8M, oem, LGA1150, Haswell KINGSTON DDR3 16GB (Kit of 2) 2x8GB
CL11 /2400 XMP HyperX Beast Black
MB ASUS Z97-P DDR3 LGA1150
says they say the RAM runs at a frequency of 1600, but the maximum frequency is 2400.
Why? Is it possible to make it work in 2400? Or is it not very important? And they also say that the matter is in the processor and it does not allow you to work above 1600, is this true?

According to the Asus specification, everything above 1600 is declared as an OS (overclock). www.asus.com/ru/Motherboards/Z97P/specifications
So you need to manually set the memory settings in the BIOS as XMP or explicitly set the frequency to 2400. Good luck.

I have 4770 at home on Asus z87-deluxe, I also had 1600, then I just updated the BIOS and the settings from XMP were connected. I advise you to update the bios and do a reset, it worked for me that way. And most importantly, in my process it is also indicated up to 1600, but it works for me at 2133, without any problems. I also have memory from the Qualified Vendor List for my MP

Why? Because the frequencies are higher than those indicated in the description of the process - overclocking. You can make 2400 - by hand in the BIOS. Is it particularly important? It will not be superfluous, between 1600 and 2400 MHz there is still a difference in speed, although it is not noticeable to the eye.
