Why did navigation stop working in man and vim?

It seems that he was sitting, did not touch anyone, dhcpd was picking. There was a problem when starting man or vim - no navigation with cursor arrows, PgUP/PgDOWN, E/Y keys, etc. Only with a space does man scroll down page by page. Google is also silent. Tell me what could be the problem?
