Why does ping work but traceroute doesn't?

I broke the D-Link DGS-3120-24TC switch into VLAN according to this manual:

It turned out to be nonsense, for example, a computer located in vlan1 (PC1), pings located in vlan2 (PC2), but not vice versa. Registered the gateway on setevukha computers.
Also, I ping from the switch's console and it goes to PC1 and PC2. But when I run traceroute, PC2 traces normally, but for PC1 it time out.
Disabled Kaspersky on PC1, nothing has changed. There are no firewalls.
It seems that the settings are elementary, but nothing works normally.
What could be the problem?
And the second question is how to make a vlan to manage the switch correctly: what ports should I include in it so that I can access the switch from any computer on the network?

Regarding setting up vlan management - you should not have access to manage the switch from any machine on the network. Either the management vlan is allocated separately and put on a separate machine that is not connected to the rest of the network in any way, or they generally disable IP access and manage it via a serial port.
