Why does PHPStorm hang tightly?

Storm hangs when trying to call a static method. Right downright. Nothing answers and even through the task manager is killed with difficulty. Conf: Windows 10 + Oracle Java + PHPStorm 2019.3.4 with Yii2 Support and Yii2 Inspections plugins (and a few more).

It turns out that this is a plugin bug: https://github.com/nvlad/yii2support/issues/239
PS But the solution indicated there through "Invalidate cache & restart" did not help me :(
