For example, for CSS files, you can set the Operation sign color, which includes symbols such as: >, ~, =, %, etc. Let's say I set the color to white, but I want only the % (percentage) symbol to be red . And accordingly, the same problem for other characters and specific words. How can this be implemented?

In the standard configuration - no way, the "%" symbol belongs to the "Operation sign" category, it cannot be colored separately. If you study Java, you will be able to write your own plugin, but it is much faster and easier to score and get used to what is.
