Why does Photoshop CC2020 slow down on a powerful PC?

I don’t understand how this is possible, but somehow Photoshop slows me down. There are several artboards on the screen with small banners and photoshop can no longer cope, lagging dragging, typing, and so on.

PC specs:
Ryzen 9, 32GB DDR4 (3200), Samsung 970 SSD, Geforce RTX2080.

My problem was solved after removing three programs from MSI:
MSI afterburner
MSI kombustor
MSI live update
Anyway, I don’t do anything with the video card - I don’t really like to look under the hood)

The same story, all primitive actions are very slow. Especially when transforming objects.
