Why does one vlan go up and the other immediately goes down (cisco 2950)?

I am studying ccna course. Reached VLANOV. I wanted to try L3 switch but I can't raise 2 vlans at once.
As soon as I do no shutdown on one, the second one immediately falls off? Are there any licenses missing?

Because the 2950 is an L2 switch and can't have more than one L3 interface?
