How to get into the network of your provider through the mobile Internet?

I am a client of a city provider, in whose network a site is available only from this network (the one that is 10.0.0.0). There is a great need to access this site from outside (specifically mobile Internet).

I have a server in the provider's network, so I can install and fence everything I need.
