Why does one computer see an external hard drive and the other does not?

There is a Toshiba Canvio Ready hard drive
. It always connects on one computer, but rarely (very rarely) on the other.
What could be the reason for this?
UPD: I noticed that it does not work on usb 3.0 (the indicator is just on), but when connected to 2.0 everything is fine

If the disk does not spin up, then most likely there is not enough power. If it spins up and blinks, then there is another option that letters are not assigned to sections. Look in "Disk Management" for the presence of a connected hard drive.
I have a Toshiba drive that only works with the original cable at work. With any other it starts, but after a while it falls off. Even through the two-tailed way. At home from the active hub it works with a bang.
