Why does npm swear "UNMET PEER DEPENDENCY..."?

Installed mocha
Now npm swears when installing new packages

UNMET PEER DEPENDENCY [email protected]>=1.18 <4

Why? How to fix it?
Tried reinstalling mocha:

npm un mocha
npm i -g mocha

Did not help

you also need to install moka locally
