Why does not write files to flash drives?

Win 7 There was a problem - it does not write files to a USB flash drive and also does not format them.
When recording, sometimes the error "Semaphore timeout exceeded" pops up, and sometimes the process lasts so slowly that you start killing the process and even this causes freezes, sometimes explorer.exe is also killed together
. Sometimes it throws small files with brakes.
- completely reinstalled the OS and drivers
- all other devices (mouse, keyboard, speakers) work in usb without problems
- I tried 3 different working flash drives, i.e. the problem is not in them
- on another computer I transferred the file system to ntfs - the result is the same (I know that fat32 does not write more than 2 GB, with this in mind I tried both methods)
- 2.0 ports built into the motherboard from behind

And I would check the car for malware. And I looked for extra processes.
And also, I would check the logs, such errors can be recorded there, and there will be more complete information.
