Why does not a letter arrive at 1C Bitrix mail?

The site has a form for submitting an application for calculating the cost.
After the client fills it out, a letter arrives at the administrator's mail.
The problem is that the letter comes to all addresses, except for one, the most basic one.
Three addresses are indicated, of which only two come. What can be done about it?
