Why does my laptop turn off when I press F9 during startup?

Laptops available: Samsung NP-RV520 and Samsung NP300E7A. When you try to call the boot menu by pressing the f9 key, both are disabled. There are no problems getting into bios.
What could be the reasons?

As far as I remember , male bootmenu is called by Esc . Try
