Why does low fps keep on normal hardware?

Yesterday I finally received the MSI RTX 3070 Ti Ventus 3x 8g OC graphics card. Naturally, I immediately wanted to look at my fps in different games, but then I was disappointed... In CS:GO it gave
out
150-260 fps (stable 300+ was expected)
up to 130)
Cyberpunk 2077 in the city 50 fps, in the wastelands 80-90
GTA 5 gave about 120 fps on medium settings
(Expectations were caused by other people's reviews on this video card)
I planned to upgrade my monitor from 60Hz to 240Hz, and here it is ... I
've already tried a lot of things, but nothing has helped. Vertical sync is disabled in both the nvidia control panel and the games themselves. The frame rate in games is also unlimited. The Game Ready driver costs the latest from GeForce Experience. The xbox app on pc is not worth it.

2700x, a rather dead processor, although it has an excellent price / performance ratio.
I, at one time, moved from 2700 to 3700 - the difference is noticeable. In the same cyberpunk, microfreezes are gone and the FPS has become bigger.
The speed of the RAM is also very important for Ryzens. Ideally, it should be 3600.
PS: do you really see the difference in the image beyond 144hz?
