Why does it say that too many apple ids have been created on this iPhone?

A new iPhone is just out of the box and this is such a joke (see photo). I pressed ok and tried to create it again and everything worked out, but the sediment remained. Considering that the phone was not bought for myself, but for a gift, it is doubly unpleasant. What, they sold me a used one?
I took it in a store that is an official Apple reseller. The box was wrapped and everything was as it should be.

Please tell me what to do? Run to take to the store? How to check iPhone for "news"? Or is this the norm and some kind of bug (?)?62584473e7eb8825488566.jpeg

What kind of store by the way? restaurant perhaps?

How to check iPhone for "news"?

If you have 200% vision, or with the help of glare, you can see small scratches, prints from old owners (before you leave them yourself, of course). This applies to any technology, not just Apple.
Well, then, contact those. support as you are advised. You can apply for extended support (AppleCare). I think at some stage information will definitely come up whether this device is used.

What prevents you from creating an Apple ID on a PC, and on your phone just signing in with an already created ID?
