Why does inkscape save svg as a pattern?

Good afternoon.
There is an icon at 160px.
I want to zoom out and make a favicon.
In inkscape I set the dimensions, then in the document properties I adjust the size of the canvas to the size of the icon.
But when I save, I get a pattern.

And the size is 16px, as I put it.

What am I doing wrong?
