Why does .htaccess not allow access to the file?

There is a host with a website.
Uploaded a test site. It turned out like this site/test/index.html
The test one is not loaded, the redirect to 404.
As I understand it, it does not let me in .htaccess.

The most recent rule is triggered, and already in index.php there is a redirect to 404.

You can add the following lines before Standard routes:
