Why does Allow_all_scripts_on_this_page (noscript) refresh all inactive tabs?

even vidos are launched (in inactive groups), etc.

There is a setting "reload dependent pages...". Apparently, "dependent" is where the tab is opened from, etc. Play around with the settings on the "Basic" tab.
