Why does adaptability not work on a mobile device, but works on a desktop?

Good evening, I can’t get the media conditions to work on the site, everything seems to be simple, but on the desktop everything is fine, on the phone there is zero effect.
The exact forced sizes are not indicated anywhere, only either the maximum or the percentage
