Why does a remote computer on the network not respond to a name, only to an IP?

Why could there be such a strange thing. My home network has my computer and another one. Until recently, I easily went to the second one by typing \\Miniserver\Public in the address bar, but recently it has become possible to get to this computer only by knowing its IP, that is, like this \\192.168.1.216\Public
The name of the computer has not changed and Miniserver remains, workgroup is the same.

if my memory serves me, the domain name service (dns) is responsible for this. It must be installed on at least the computer you are trying to access.
