The site is not in the registry but is blocked?

Hello Dear ladies and gentlemen, my site is blocked on the territory of Russia, and has been blocked for several months. I checked my site in the registry of prohibited sites but did not find my site there. I turned to Roskomnadzor for clarification, they wrote me back that access to the site in Russia was not blocked and that the site was supposedly open, but there was almost no traffic from Russia. Everything is in order with the site and Google and Yandex indexing is normal. My friends from social networks wrote to me that they cannot enter my site because it is closed. Roskomnadzor is deliberately lying. In this case, what should I do? who will turn to?

Perhaps the same IP is used as one of the really blocked sites.
