Why does 9460-16i not let webbios on dl360p?

I have an HP DL360p and an AVAGO MegaRAID 9460-16i card
when I boot up, I see all the connected drives, the card model, and other information, but I don’t see an invitation to enter webbios or cli mode (CTRL + H and CTRL + Y, respectively) and click on these buttons do nothing, I just can't get into the controller settings to do anything with it. Two days of googling didn't help. Help.

try to find an option in bios with a name like "addon rom display mode" and change its value.

do you have arrays? otherwise it can be a controller with HBA firmware and there is nothing to configure there
