Why do the numbers of disks connected via iSCSi change after a reboot?

It is very annoying that after rebooting Windows iSCSi disks change numbers. As a result, Hyper-V virtual machines on "physical" disks do not start from their own disks. identify them by numbers issued by the disk manager. How to hard-bind disk numbers or teach hyper-v to remember LUN ID or target name?
