Why do some letters have question marks (modx revolution)?

Such situation. The site was on test hosting. When I installed modx, I chose utf8 encoding

I got into the config and this is what I saw in the line
$database_connection_charset = 'cp1251';
$database_dsn = 'mysql:host=localhost;dbname=resrt_fly;charset=cp1251';
For some reason it costs cp1251.
Tried me on utf8 didn't help(

Cant in the base encoding, you need to change the encoding in the database, not only in the config.
There was such a problem in evolution, in addition to changing the encoding in the database, the following also helped - modx.im/blog/questions/2636.html
