Why do some letters have question marks (modx revolution)?

Such situation. The site was on test hosting. When I installed modx, I chose utf8 encoding
. Everything worked fine. After transferring the site to the client some letters, for example, the letter is not displayed, instead of it a question, like this - gyazo.com/5216488b3433eb961f55d33bf8168131
I got into the config and this is what I saw in the line
$database_connection_charset = 'cp1251';
$database_dsn = 'mysql:host=localhost;dbname=resrt_fly;charset=cp1251';
For some reason it costs cp1251.
Tried me on utf8 didn't help(

Cant in the base encoding, you need to change the encoding in the database, not only in the config.
