Why do past windows open when rebooting/powering on Debian?

For example, a browser or Telegram window was opened. The next time you turn on the OS, they open themselves on their own.
At first, I thought that this only happens if these windows were open at the time the system was turned off and the system remembers them, as it were, so that it would be easier for the user to return to where the session ended. But I conducted an experiment - I closed EVERYTHING, all windows, and only after that I turned off the OS. Anyway, the terminal, telegram and sometimes the browser open themselves. This is terribly annoying. Unreal. How can I disable it completely?
