Why do not all outlets receive CAPsMAN settings?

In general, this question is more related to magic and shamanism, but suddenly someone has already enchanted similar
problems . Result (in descending order): One picked up everything and works, the second raised only the 5G interface, the second keeps it inactive, the third raised both and issues 192.168.88.0/24 to clients (instead of the desired network from the main router), the fourth stupidly started up for about 15 minutes and was not determined at all by CAPsMAN.. Only on 10th reset and 20th reconnect she saw everything. What the fuck is this? Standard work of MICROTIK with wireless networks or magic? Thanks in advance.
ps As a result of a 3-hour war, the fool that gave out 192... was transferred to a repeater and disconnected from CAPsMAN. Works. But this is not a solution.

It is not enough to configure the CAPsMAN controller, you also need to enable controller management at each point:
