Why do non-existent devices appear on the network?

When I scan the network from the server, some devices are periodically identified as Hon Hai Precision Ind. Co.,Ltd. with poppy CC: AF: 78: A1: 67: 95, while they are visible on the network, but the Internet does not work on them, the server does not ping from them and they are from the server too. However, they are normally detected and pinged from other devices on the network. Also, over time, non-existent devices appear, which are also defined as Hon Hai Precision Ind. Co.,Ltd. with poppy CC:AF:78:A1:67:95 and they are visible only from the server, when scanning from other computers they are not visible. Tell me how to fix it?

Well, judging by the name, these are Taiwanese motherboards from Foxconn. And they are recognized that way, this is the name of the company. It's not clear what exactly you want to fix?
