Why do IT companies offer to cooperate through an agreement with an individual entrepreneur?

Good day to all.
This question is of interest today. Often I see in vacancies they indicate something like "a contract with an individual entrepreneur" or something else with someone. Why is this being done? Why not register a person as an employee of the company, through the labor code, with benefits, and so on?
I would be grateful if someone could explain to the ignorant in these matters.

cost optimization: a person in the state - a bunch of painkillers, people outside the state - all his problems.
there are pros and cons to this. for both sides.
