Why do internet speed readings vary so much?

Good afternoon!
Just a couple of weeks ago, I began to notice that the Internet connection became slower.
I apologize in advance for the abundance of pictures, I think it will be clearer.
Why are the speed readings so different inside the program (it's a torrent client, if anything) and in the Task Manager? And they differ significantly.

The declared speed of the provider is up to 75 Mbps. However, the speed in any program (on average) does not exceed 200 Kbps. And it seems that this does not depend on the number of programs using the Internet.
As a result, the main question is low speed due to the provider or the workstation? And what can be done to increase the speed.

You need to collect all these pictures and send them to your ISP's support.

Direct connection or through a router? What type of authorization? If through a router, check directly. There is a very large difference between the declared and issued speed, it looks like a physical problem, or the provider is completely low-cost.
