Take any virtualization system, such as VirtualBox, create virtual machines, install the OS, assign IP addresses - you're done.

request/buy from the provider 4 ip addresses for your connection

with own ip addresses

Few details, so the answers are.
1. Do you need a public ip (accessible from the Internet) or is an ip from the local subnet suitable (it will only be available from a host with virtual machines or from a host with virtual machines and a local network)?
2. What is the virtualization technology? (VirtualBox was advised above, which is not bad, because perhaps the settings in it are the simplest for this: create machines, go to the settings of each VM (it must be turned off) -> Network -> select "virtual host adapter" According to the idea on a fresh installation of virtualbox this is already enough. When loading virtual machines, it should distribute addresses to them through its own DHCP and they should be on the same network connected to your very adapter that was selected. And an address should also be distributed to it.If this does not happen you need to go to the file -> host network manager and set the address of the adapter manually there and then also manually set the addresses already in the machines themselves.

in short, then:
buy addresses from the provider.
install the desired VM management system and
register addresses.
(in general, it’s better to buy a VPS for tests and study what it consists of)
