Why do I only download .iso files when downloading a HACKINTOSH image?

Downloading files with .iso extension I need a file with .rdr extension to mount the image via R-Drive. can anyone install EL capitan 10.11.6 on a PC? if so, help with mounting the image and bootloader

unzip the iso file inside it rdr
