Why do I need a privacy policy when uploading a game to the Google Play Console under "Data Security"?
My game doesn't have a privacy issue because: I don't have ads, my game doesn't use user data, it's intended for kids over 13, and it's not family friendly. And I immediately indicated this in the "Data Security" section. But for some reason, at the data preview stage, in this section, they still require me to provide a link to the privacy policy. What will I write there if I do not use any data?

A policy is required even if you do not collect information.
There are a lot of sites that generate privacy policies, this is certainly not very good, but I do not think that you have a AAA project with a team of lawyers. It is not necessary to write it yourself.
You can copy the text from there into a Google document. Open access to the document only by link, without the possibility of editing and that's it.
