Why do files from the info/exclude folder end up in Changes?

Good afternoon!
I am using VS 2017 and git. There is a folder in the project that contains files from the repository that I would like to modify only locally.
I register the folder in info/exclude, I change the file and it gets into changes again.
I simply write the name of the folder. in this case, all nested folders and subfolders will be excluded, as they say in the documentation, but nothing like this happens? What am I doing wrong?
